The quota economy
- It oversees the setting up of emission quota markets throughout the world, and also international negotiations on the fight against climate change.
- Development of the international research program to evaluate the first phase of the European CO2 (2006-2008) market, in partnership with the Center for Energy and Environmental Policy Research (CEEPR) at Massachusetts Institute of Technology (MIT), the School of Geography, Planning and Environmental Policy at University College Dublin (UCD), and the University Paris-Dauphine. This program’s interim report is available.
- Leadership of the Club Tendances Carbone which brings together the operators of the European CO2 market who wish to share their analyses of the fundamentals of the market, in collaboration with BlueNext and Météo-France. Publication of the monthly newsletter ”Tendances carbone” on the European CO2 market, produced in partnership with BlueNext and Météo France.
Contribution to national and European working groups on the future development of the European CO2 market : auctioning of quotas ; competitiveness of industries ; regulation of the quota price, etc.
The project economy
- Studies and proposals preparing for the setting up of a “ domestic CO2 projects ” system upon the request of the public authorities, in those sectors which are not subject to the European CO2 market.
- It oversees the regulation development of the projects created by the Kyoto Protocol (Clean Development Mechanism - CDM - and Joint Implementation - JI) ; participation in the UN’s JISC project supervision committee.
- Analysis of the voluntary offsetting market.
- Leadership of the Forum Carbone Forêt (Forest Carbon Forum) on the development of woods and forests via carbon markets.
Territories and adaptation to climate change
- The launch of an international research programme into the financing of the adaptation of infrastructures to climate change.
- Lead
ership of the Club ViTeCC (Towns, Territories and Climate Change Club), a think tank which brings together local authorities (towns, departments and regions) and their service providers, jointly launched in 2008 by Caisse des Dépôts, Météo France and MEEDDAT’s National Observatory on the Effects of Global Warming.
- CDC Climat rResearch works in collaboration with other laboratoires and institutions, in particular with the research program in climate economics (PREC), supported by Caisse des Dépôts within the “Finance and Sustainable development” Chair at Paris Dauphine
