Languedoc-Roussillon: a multiannual financial agreement with the OPH66

A 5 year multiannual financial agreement was signed on 16 January by the General Council of Pyrénées Orientales, the Housing Public Office (OPH) of the Pyrénées-Orientales Department and Caisse des Dépôts.
Having signed two previous multi-year global budgets, the first for €106mn for the period 2005-2008 and the second for €57mn for 2009-2010, the two signatories were keen to renew their partnership. Under the terms of the new agreement covering the period 2011 to 2016, Caisse des Dépôts will provide €165mn in loans from savings funds to Office 66 for the construction of 1,500 new homes and the rehabilitation of another 1,000 existing homes. The General Council will underwrite the funding provided.
The OPH des Pyrénées-Orientales housing association owns some 9,000 homes distributed over 124 communes. The first overall loan has already been signed: Caisse des Dépôts has granted a loan of €64.4mn from savings funds for the construction of 968 homes.
In these difficult economic times, all the signatories stressed the importance of a partnership that enables them to fulfil their role not just as a provider of social housing but also as an economic lever for the building industry.
