A Carbon Barometer for Greater Paris

Caisse des Dépôts and Direction régionale et interdépartementale de l’équipement et de l’aménagement en Ile de France (DRIEA) signed on 19 April an agreement about the Carbon Barometer developed by Caisse des Dépôts to allow the exchange of data between both parts.
The Carbon Barometer is a software which measures the impact of the Territorial Development Contracts (CDT) on greenhouse gas emissions (GG). It is intended for the operators of the Grand Paris (Greater Paris Project) and accessible through internet in a secure framework.
Intended for non-specialists of carbon assessment, it allows questions to be asked about the impact of urban development choices and the possible actions to be determined to limit the emissions of GES. It offers, in particular, a survey module which allows the allocation and the level of emissions of GG of a territorial area to be known. This survey can be accessed directly by the municipality and by the CDT. The principal innovation of the Carbon Barometer is to offer a simulation module of the GG impact of the projects of local authorities.
The signing of the agreement is aimed at harmonising the carbon data between Caisse des Dépôts and the DRIEA. Caisse des Dépôts will have the data of the DRIEA produced by the @D models and Modus and Caisse des Dépôts will make the Carbon Barometer available to the DREIA.
It is thus planned that:
- The reference survey of the territorial areas will be provided by the detailed databases of the DRIEA
- The simulations of the emissions of territorial areas, resulting from the impact of the projects of the local authorities, will be calculated by the Carbon Barometer of Caisse des Dépôts
- The carbon approach of the territorial areas, at the level of the perimeter of the CDT, will result from the comparison between the initial survey and the simulations made thanks to Carbon Barometer.
The Carbon Barometer, developed by the Caisse des Dépôts Ile de France regional management body, is an tool currently dedicated to Greater Paris. It forms part of the action of Caisse des Dépôts to fight against climatic warming by the reinforcing of the systems measuring GG impact, in close collaboration with Government departments and local authorities.
