PIA: creation of the first Companies for the Speeding-up of the Technology Transfer

Within the framework of the Program of Investments for the future PIA), five first Companies for the Speeding-up of the Technology Transfer (Sociétés d’accélération du transfert de technologies - SATT) have just been created after the signing of the agreements finalized in January, 2012 between the Agence nationale de la recherche (National Agency for Research - ANR), the Commissariat général à l’investissement (General Commissionership for Investment) and the shareholders of every SATT, in the presence of the Caisse des Dépôts group.

The total amount of financing comes to €330mn, or approximately one third of the overall budget of €900mn.

Standing at the crossroads between the research world and the corporate world, SATTs (Companies for Accelerated Technology Transfer) are new economic players aiming to increase the effectiveness of the French system for exploiting research, in particular by speeding up its transfer and use by industry. They will intervene as service providers in the area of research exploitation for their shareholders and other potential customers and will have financial resources to support maturing projects.

In their geographical area, the five SATTs will cover key priority themes for all research and development operators.

 

 

- SATT Conectus Alsace €36mn (Université de Strasbourg - CNRS - Université de Haute-Alsace - INSERM - INSA Strasbourg - École nationale du génie de l’eau et de l’environnement de Strasbourg) ;
- SATT Lutech €78 mn (Université Pierre et Marie Curie (Paris 6) - CNRS - ENSCI - Institut Curie - INSEAD - Université Paris Panthéon Assas (Paris 2) - ESPCI - UTC - ENSCP ;
- SATT Midi-Pyrénées €70mn (PRES Université de Toulouse- CNRS) ;
- SATT IDF - Innov €68mn (PRES Université Paris Cité (Sorbonne Paris Cité) - PRES Université Paris Est - Université de Cergy-Pontoise – INSERM - CNRS) ;
- SATT PACA Corse €78mn (Université de la Méditerranée - Université de Provence - Université Paul Cezanne - Université du Sud Toulon Var - Université de Nice Sophia Antipolis - Université d'Avignon et des Pays du Vaucluse - Université de Corse - CNRS - INSERM - Ecole centrale de Marseille).

 

 

Asked about the part of Caisse des Dépôts, Catherine Mayenobe, director of the PIA ( Investments for the Future Programme) Mission, stated: “Chosen to represent the French  State in the SATTs’ capital, Caisse des Dépôts has made equity and quasi-equity contributions within the framework of its discretionary management on behalf of the State. Its share on the State’s behalf in each SATT’s capital is 33%. In addition, Caisse des Dépôts has provided its support in project engineering in both legal and operational terms to bring these new structures into being.”

Lastly, on the 22 December 2011, the French Government announced €226mn in provision for four new SATTs (SATT Languedoc-Roussillon, SATT Nord de France, SATT Ouest Valorisation and SATT Aquitaine). “In all, France will have 13 to 15 SATTs under the PIA”, Catherine Mayenobe added.
