Supervisory board

The law on the modernisation of the economy (LME) of 4th August 2008 reinforces the competence of the supervisory board, the weight of Parliament within widens its setting up.

The supervisory board has thirteen members: three deputies, three qualified figures, including two nominated by the President of the Chamber of Deputies and one by the President of the Senate; a representative from the Highest Administrative Court; two representatives from the Cour of State Auditors; the governor of the Bank of France; the Treasury general manager.

Its role and the way it functions

The role of the Supervisory Board is to monitor Caisse des Dépôts' major decisions, strategic directions, shareholding initiatives, Savings Fund management and audit accounts .

It meets twice a month, in accordance with its adopted annual programme and calendar. Thus, in 2009, it had 23 meetings.

Since 2003, the supervisory board has had internal regulations which stipulate its rights and obligations and organises its relationship with the executive management.

These regulations also define the role of the specialised committees set up within the Commission to strengthen its analytical and surveillance capacities:

  • The accounts and risk examination committee, created in 2003
  • The Saving Funds committee, created in 2003
  • The investments committee, created in 2008
  • The nominations committee, created in 2008.

    President of the Paris Chamber of Commerce and Industry and of the Union of the French CCI abroad (eminent personnality appointed by the President of the National Assembly)
  • Martin Malvy
    President of the Regional Council of Midi-Pyrénées (eminent personnality appointed by the President of the Senate)

The specialised committees:

The Audit and Risk Committee and the Saving Funds Committee are chaired by Arlette Grosskost. Their members are:

  • for the Audit and Risk Committee: Daniel Houri (Rapporteur), Jean-Pierre Balligand, Jean Picq and Ramon Fernandez,

  • for the Saving Funds Committee: Daniel Houri (Rapporteur), Jean Picq and Ramon Fernandez.

Michel Bouvard chairs the Nominations Committee, whose members are François Lavondes and Ramon Fernandez and the Investment Committee which brings together Nicole Bricq and Pierre-Antoine Gailly.
