Developing businesses
Our country needs more medium-sized, exporting and innovative businesses. Caisse des Dépôts is devoting 1 billion Euros over 3 years to their development. Objective: accompanying a business each day.
France has a significant number of small businesses but not enough medium-sized businesses. For example, it has 3,000 less SMEs with more than 250 salaries when compared with Germany. Moreover, businesses with high technological potential do not have enough equity capital to develop. Adding to this, financing mechanisms are badly adapted, transmissions are often difficult and regional protagonists play too weak a role.
Caisse des Dépôts is an investor and choice facilitator in this area. It is the premier investor (€ 360 M per year on average between 2006 and 2012) in the France Investissement mechanism conducted alongside the State and its private partners (to date: AGF Private Equity, Axa Private Equity, Groupe Caisse d’Epargne, Finama Private Equity, Natixis Private Equity, SGAM Alternative Investments.)
Going further with Oséo
To strengthen their collaboration, Caisse des Dépôts and Oséo have signed a convention with a triple objective:
- Allowing businesses to benefit more quickly from the financing they require,
- Optimising public organisation of financing for SMEs,
- Improving the handling of financing request files playing on the synergies between the interlocutors.
Caisse des Dépôts has notably strengthened its mechanisms for 2 years
Since its creation, the FSI invested €1.4bn to support in the long term companies with growth plans:
- €800mn were directly invested into 21 companies to facilitate the development of leading companies in their business sector;
- €600mn were mobilized beside private reference partners via specialized funds (FMEA, Innobio, Fonds Bois) to support the changing sectors, to assist the firms experiencing difficulties but having plans, and to facilitate the SME development.
Caisse des Dépôts group supports the SME growth, in particular innovative ones, through an investment into equity capital or near equity capital, via CDC Entreprises:
- €375mn were invested in the framework of FSI-France Investment, henceforth abounded by the FSI, in support for the venture capital development;
- 330 new companies financed in 2009, that is 1,060 over the past 3 years;
- Creation of the OC+ Programme (€300mn convertible bonds for SME) and the Fonds de Consolidation des Entreprises (FCDE) to meet the SME cyclical needs of financing.
24 regional Appui PME Platforms gathering Caisse des Dépôts, Oséo and the Médiation du Credit, are operational to advise the SME about the most adapted financing mechanisms.
Support to the creation of TPE within the framework of the Agir pour l’Emploi Agreement:
- 26 700 new start-ups benefited from the Caisse des Dépôts support through networks and mechanisms that it finances (France Active, Adie, Réseau Entreprendre, France Initiative);
- First year of the NACRE mechanism: more than 7,600 interest-free loans granted to unemployed persons with basic welfare benefits, company creators and rescuers.
