France is committed to a 75% reduction in its CO2 emissions by 2050.
At present, however, the European CO2 emissions trading scheme only covers the largest industrial and power generation facilities, i.e. only one-quarter of the greenhouse gases (GHG) emissions in France and 45% in Europe, which means that reduction efforts must be extended to other sectors that are major emitters, although in less concentrated forms.
Domestic offset projects are be developed according to the project mechanism of joint implementation, as defined in the Kyoto Protocol, used within the home country to reduce emissions in the non-trading sector. Sectors such as agriculture, waste, housing and transportation could benefit from the financial revenues generated by the sale of carbon credits, and thus promote GHG emission-reducing investments in these sectors which are additional to what is already required under EU and national regulations.
Like any other domestic policy, domestic offset projects reduce emissions on the national territory. >Further information
