SYMPOSIUM Climate and domestic offset projets : Why such a policy and how to implement it ?

In the context of action to combat climate change, France has set the ambitious objective of dividing by four its emissions of greenhouse gases by 2050. In order to make progress in this direction, it is essential as of today to prepare the reduction of our emissions in all economic sectors. Since the launch of the European CO2 emissions trading system, the existence of a price for carbon has indeed encouraged industry and energy producers to reduce their emissions.

However, such a signal does not yet exist for other sectors of emissions, such as transport, agriculture or construction, nor for greenhouse gases other than CO2. The initiative on “domestic offset projects”, launched at the request of the public authorities, aims to stimulate projects reducing greenhouse gases in these sectors by providing financial remuneration for reductions of emissions. The conference “Climate and domestic offset projects” will be introduced by the Minister for Economy, Finance and Industry.

The Minister for Agriculture and Fisheries will also participate in the conference and a closing speech will be made by the Minister for Ecology and Sustainable Development and by the Minister Delegate for Industry.

It will bring together the most eminent national and international experts and a large number of project leaders who wish to be a part of this initiative. It will specify, sector by sector, the factors of success for projects. The operational proposals of the Caisse des Dépôts for the first half of 2007 will be presented.
