An agreement for Seine-Maritime département

On 10 July at the département Hall in Rouen, Pascal Martin, the Chairman of Seine-Maritime département, and Eric Dubertrand, the Caisse des Dépôts Haute-Normandie Regional Manager, signed a partnership agreement specifying their common strategic stakes for the next five years.

The areas of co-operation covered by the agreement:
  • housing, the social work sector, and secondary schools;
  • long-term financing of territories;
  • energy transition and energy efficiency;
  • innovation project for supporting the independence of elderly people;
  • integration through economic activity;
  • the City’s policy;
  • finding disabled people jobs in the civil service;
  • businesses and local economic development;
  • digital town and country planning of the territory and developing uses;
  • consignments;
  • tourism.

The agreement between the Département and Caisse des Dépôts turns those guidelines into concrete actions, with precise terms and conditions for joint interventions. Collaborations in hand cover, in particular, over €800mn in loan guarantees by Caisse des Dépôts for social housing, a common commitment to rolling out very-high-speed broadband in the Seine Maritime Département, renovation of secondary schools that comply with the HQE (High Environmental Quality) standards, with a financing target of €20mn, and the Pack Autonomie (Independence Pack) approach for the independence of elderly people.

The partnership enables all of the means of the Département and Caisse des Dépôts to be put towards priority projects of general interest to boost the effectiveness of their respective interventions in the service of inhabitants. The convention will also enable new pathways of co-operation to be sought
