A call for projects for the integration of refugees through employment

To contribute to the professional integration of refugees, Muriel Pénicaud, Minister of Labour and Jean-Marie Marx, High Commissioner for Skills and Inclusion through Employment (HCCIE), launched a new dedicated call for projects on 1 October. Caisse des Dépôts part, via Banque des Territoires, is that of manager on behalf of the French government.

The main lines of action:

  • deployment of an assistance course,
  • skill recognition,
  • knowledge development,
  • multiplication of gateways with economic stakeholders within the territory.


The targeted audiences are all beneficiaries of international protection (refugees, beneficiaries of subsidiary protection, stateless persons) and asylum seekers of over 6 months. Particular attention will be paid to women, youths under the age of 25, seniors (40 years and older), and illiterate people.


The call for projects has been allocated a budget of €15mn. It falls within the Programme to invest in skills (Plan d’investissement dans les compétences, PIC) from the Grand Plan d’Investissement, for which Caisse des Dépôts has partnered with the State. Like its predecessor, 100% Inclusion, this call is open for a period of one year with several waves of selection.


The role of Caisse des Dépôts, via Banque des Territoires, is to act as manager on behalf of the State, and in this case the Ministry of Labour. Banque des Territoires will handle cases in relation with the General Delegation for Employment and Professional Training (délégation générale à l’emploi et à la formation professionnelle, DGEFP) and will sign contracts with winners when the time comes. Banque des Territoires will also have a part to play to monitor projects in the field through its regional divisions.
