A partnership and two loan agreements for the Pyrénées-Orientales département
On 5 July in Perpignan, Hermeline Malherbe, President of the départemental council of Pyrénées-Orientales, and Eric Lombard signed a partnership agreement for the 2018-2020 period, as well as 2 initial loan agreements.
Caisse des Dépôts, via its Banque des Territoires, is granting a €50mn savings fund loan to the département to support the deployment of very high-speed broadband. Moreover, it is providing €5mn in equity to Numérique 66 company to operate the public fibre-optic network for 15 years.
A loan of €4mn at a rate of 0% was also granted to the département for the thermal rehabilitation of public buildings.
To implement the département's sustainable development programme, the share capital of the semi-public company Roussillon Aménagement was increased by €1.5mn, including €0.5mn provided by Banque des Territoires.
Caisse des Dépôts will support the merger of 2 social landlords, Office Public de l’Habitat des Pyrénées-Orientales and ESH Roussillon Habitat and will mobilise all of its tools implemented in the context of the Housing plan.
Eric Lombard visited Saleilles (5,000 residents) where an operation of 55 BBC* social housing units is partly funded by Caisse des Dépôts.
Plan littoral 21 (Coastal plan 21): developing a sustainable blue economy
On 5 July in Montpellier, Pascal Mailhos, Prefect of the Occitanie region and Prefect of Haute-Garonne, Carole Delga, President of the Occitanie / Pyrénées-Méditerranée Region, and Eric Lombard took part in a Plan littoral 21 steering committee. On this occasion, they signed a tripartite agreement and drew up an initial Plan overview.
This was initiated in 2016 by the region and is endowed with €1bn. Since then, 150 projects have been initiated for a total amount of €246mn, including €55.6mn by the region, €10.5mn by the state and €21mn by Caisse des Dépôts. They concern the modernisation of port and tourist infrastructure, the development of offshore wind, the development of the coastline, the promotion of protected areas and supporting innovation. 2018 is the year in which the plan gains momentum.
With Plan littoral 21, we can improve the tourist offer, develop the economy and protect natural resources for a better quality of life for citizens from the coast and its inland region, declared Eric Lombard.
Eric Lombard visited the port site in Port-la-Nouvelle, where €75.7mn were invested to modernise and maintain infrastructure. The extension project includes the development of a logistics park and the creation of a new basin.
A partnership and two loan agreements for Perpignan Méditerranée Métropole
On 5 July in Perpignan, Jean-Marc Pujol, Mayor of Perpignan and President of Perpignan Méditerranée Métropole and Eric Lombard signed a partnership agreement for the 2018-2020 period. It is based around 5 priority areas: urban planning policy, housing policy, the ecological and energy transition, economic development and tourism.
This partnership was immediately realised via the signature of 2 savings fund loan agreements:
- €44.5mn in favour of the metropolis to reuse waste, build and renovate a sewer system, acquire premises and car parks, thermally renovate Conservatoire à rayonnement régional (Regional Conservatory) and proceed with re-qualification work of public spaces;
- €20mn for the city of Perpignan to promote historic heritage, build and renovate sporting, cultural and social facilities and put the university back into the centre of the city with a student accommodation capacity of 1,700 in the context of the Action Cœur de ville (City Centre action) plan.
